An employer is paying special allowance to one of his employee wather it is considered for the purpose of deducting tds from his salary?

Definitely Special Allowance is in the nature of salary and TDS is to be deducted by Employer U/s 192 of IT Act.

thank you sir along with that he is also receving conveyance, Medical reimbursment and HRA.
will u please explain the treatment of tha above items...............

Conveyance Allowance upto Rs.800 p.m is exempt.
Medical Expenses upto Rs.15000/- is not taxable provided submission of medical bills.
HRA is exempt based on HRA received, Rent paid and area of working
