If an Indian small service provider, who has not registered under service tax recieves service from foreign service provider worth Rs. 20 Lakhs.
Is he liable to get registered and should he pay service tax on that service?

What is the service? If it is taxable services then there is a liability. No initial exemption is available.

Can u explain me what is meaning of "initial exemption"?..............is this exemption of Rs. 10,00,000/- or other?

Service provider is receiving payment in foreign exchange, it appears that it is export of service and hence not liable to service tax.
