Slump sale of wind mills

A private ltd company in tamilnadu have taken some wind mill units from various companies as slump sale.The assets involved were  land and Wind Mills only.Please clarrify me the applicablitity of VAT in this transaction.The cost of land would be less than 0.5%.As the major portion of the transaction is movable thing,I think it will attract VAT.
