My query is that can a director of the Company sign its Annual Return at the current date pertaining to the year in which he was not the director of that company ? Do we have to comply whit any formalities for the same.

If a Director is a Director on date of Signing of Annual Return, he can sign the Annual Return.
But wait for othrs comment.

Why are you not taking the signatures of the director who was present at that time??

Yes Milan,
The directors who are on the date of Annual Return are directors of the Company must sign the Annual Return.
However, if you are filing back dated Annual Return, you may take their signature.....
I think you should take their signatures, and file it on the current date, it will show that only filing was pending and if the current director has signed it would show that preparation and filing both were pending....
Take decision as per the circumstances allow.....
