Should tin no required to import goods from other state?

Hi,

One of my client is dealing with a supplier in Mumbai to import goods for his regular business. My Client don't have TIN No. he is from Andhra Pradesh. and Nature of Business is Printer Toners Refilling which is about 10-15 Lakh per annum. So, as per norms is not need to get TIN No. but the Supplier from the Mumbai is obaying to send stock to my client as my Client don't hold the TIN No. Is there any alternate solution for this prolem. If any please advise.

   Mr Venkatesh,

  Any one engaged in import ,export or interstate transactions has to take up registration under VAT law of respective state without refernce to any limit. The supplier is correct in demanding TIN No of your client....MJK
