Shop & establishment

Dear All,

We have a client who has a Godown in Bhiwandi, Rehnal Village. The client claims that they do not require any Shop & Establishment Approval for their godown herein. However, I am unable to find any law refernece for the same. They further claim that rehnal village is under some panchayat law where Shop & Establishment is not required. Is the company correct under some panchayat act or any other local law??
