I have a order to be delivered locally where as my customer is from other state.
should I charge cgst, sgst. or should I charge igst

IGST has to be charged.
The contract between the supplier and the recipient which is an inter state supply of goods, hence IGST has to be charged irrespective of the place of delivery of goods.
