Procedure is huge to explain. It is referred under sec 13 of Companies Act, 2013
And
It may take time min near to 4 months.
Don't have exact idea about Cost.

For challan it is low but advertisement it may cost more
within one roc from one jurisdiction to another normal resolution is enough if shifting from one roc to another, then you have to pass a speacial resolution. File it with the roc. you have to discharge creditors and the procedure is brief.
