Share holding percentage

Dear sir, authorized capital is 10,00,000 and  paid up capital is 6,00,000. Here my question is each share holders are having certain percentage of share holding in the company. Now if we issue any further share to any other person, it will affect the existing share holder's share holding percentage. So is there a way to issue share without affecting the existing share holder's share holding percentage?
