my client supplied good to SeZ unit without igst alos he not applied LUT for 17-18. my question is when file annual return I can pay the IGST for sez supply, but can it be possible to get refund of that Igst amount.

Yes... You can claim. But, You must be filed in GSTR 1 as "With Payment" option.
Yes you can pay but refund it is automated regarding that you have to raise query on gst portal
file gstr 1 and then claim
