We are paying freight weather we are liable to pay service tax to Govt .

Yes,
In This Case, Service Receiver is Liable to pay Service Tax to Goverment.........
@ 10.3/4 = 2.575 %
Procedure is Take ST No. of Transporter......& While Making Payment Deduct Service Tax & pay to Govt.
