At 9 Lakhs of Service Provided the Registreation to be done, whereas when it crosses 10Lakhs the Service Tax is to be charged

IF IN PREVOUS YEAR THE SERVICE PROVIDED IS ABOVE 10LAC BUT IN CURRENT YEAR ITS BELOW 9 LAC THAN WHT TO DO??

If the service tax is below 10lakhs no service atx is charged
