while calculating limit for small service provider ie Rs 10 lakh , shall we consider a amount of a bill on which payment has not received ??

Where the aggregate amount of taxable services provided by a service provider from one or more premises in the preceeding FY does not exceed Rs.10 Lacs, then he shall be considered as a "Small Service Provider" and in the vurrent FY he shall be eligible for an exemption of Rs.10 lacs of the value of taxable services.

Aggregate value not exceeding Rs.10 lacs means the total of the "first consecutive payments" recd during the FY towards gross amount charged by the Service Provider towards taxable service till the aggregate amount of such payment is equal to Rs,10 lacs. but it does not include gross amountrecd in respect of services which are wholly exempt from ST.

Accordingly in ur case, the amount which has not been recd on a bill already raised by you shall not be taken into account for calculating the "aggregate value not exceeding Rs.10 lacs".

i would also like to clarify, that the new POTR rules has failed to make amendments in respect to SSI in this scenario.
