Service tax on civil contracts

In case of Civil Contracts two major components are Material and Labour.In case of materials you have to charge VAT and in case of Labour you have to charge Service Tax.Whats is the basis of dividing both in the contract price to charge the respective Taxes.Can anyone provide the relevant provisions

You can ask to the enggr. to give you compeletion certificate and then calculate accordingly material used and labour applied.

I think this would be the better way !!!
