Dear friend,
IT return filing fees are chargeable to service tax wef 1.3.2006.
400000 limit means the amount collected towards taxable services from 1.4.2005. It means the first collection in 2005-2006 towards taxable services.
This exemption available only if in FY 2004-2005, the billing of taxable service rendered is below 400000.
