I have paid brokerage to a broker. He did not have a SErvice Tax regisistraion. Therefore I did not pay the service tax to him.
What is my liability?

In no way your liabiltiy to pay arises as you are a servcie receiver and not service provider.
The broker is not registered and hence he would have not charegd servcie tax in his invoice...
being a service receiver, you don't have any liability. Onus regarding service tax payment is on service provider.
