MY client is providing online mechanical engineering and designing consultancy to its clients abroad. The services provided are kind of architect service. So whether this service is liable to service-tax?

This is classifiable under consulting engineer. Situs of recipient is the test. If recipient is situated outside India and consideration received in FE , it is export of service not liable to tax.
