Service tax for taxable sevice

Hi

One of my Client  started a business in the current financial year. He already registration of Service Tax and issued one bill the gross amount is Rs. 7.5 lakhs and service tax @ 12.36% which is to be collected. My question is  turnover is below the limit so he want to pay my service tax or not. The above Said business is newly started.

If the Service tax has been charged on bill then it has to be paid irrespective of the fact that his gross receipts are less than  Rs.10 lakhs or he is elligible for exemption of Small Service Provider.
