I am providing market research services. All my clients are out of India. Am I liable to collect the service tax if the revenue (which I earn in dollars, no INR transactions) exceeds Rs. 10 lacs

You need not pay service tax because your services are provided abroad.

You can refer to section 66B of the Finance Act.
