How do I claim credit of cenvat credit in GSTR 3B?

No. You cannot utilize the balance before filling TAN1, just wait for few days for clarity from government, till you can utilize, you have to pay the tax
Also see st-3 submission date 15.08.2017 & can be amd. by 30.09.2017, further date of tran-1 30.09.2017.
