My client is an educational consultant, who advises about Higher Studies available in foreign countries. Does service tax attracts?

If his Professional Income is more than 10 lacs so it would be applicable
but if he delivered the services outside India and the services utilized outside india. This may be export of services. so no service tax is applicable

Educational consultancy is not yet notified as taxable under service-tax net. So you do not need to worry for that atleast for now.....
