A transporter raise a bill to Nepal's address . Is service tax applicable on that bill?

No Matter on whom the Bill is raised .Since it is Transportation of Goods the Place of Provision of Service States( Rule 10) POPS is Destination of Goods
*But in case of GoodsTransport Agency POPS shall be location of person liable to pay ST
