If a carpenter is undergoing contract without material supply to any industrial unit, is he liable for service tax under 'commercial and Industrial construction' services? or any other services please suggest.

CARPENTER SERVICE IS NOT INCLUDED IN SERVICE TAX ACT 65(105)
IF YOU RENAME IT WITH 'commercial and Industrial construction' services
YOU OBVIOUSLY FALL UNDER THE SERVICE TAX ACT 1994.
