Service tax apllicable on Pharma R&D work

Dear All,

I required very urgent relating to the followings

1.whether R&D work done by a Pvt ltd co for its Foriegn holding co is taxable under service tax
2.Even if exempted from service tax whether above assessee can take the refund on infput service tax paid on providing output service
