I Have a query can a service provider providing outdoor catering service in a medical establishment can charge VAT on 100 % bill value and Service Tax on 50 % of the bill value. Please suggest whether it is the right mechanism to charge 2 taxes on same bill value.

Yes ' he can charge two taxes on same bill.
Those percentage related issue you to have look for statewise ruling in such cases.
In bangalore its 75% & 25%
