I am running a Mess in a Govt. Sports Training Center ( Sports Authority of India) and receiving mess charge from institute @ a fix rate. my turnover is above 10 lakh. Is i am liable to collect and pay service tax.

Yes, with recent amendment in finance bill 2017, you are require to charge ST in current financial year.
