ST Return is not submitted for FY 2014-15 & 2015-16 1st half what will be penelty/interest applicable?

Refer rule 7C of service tax rules 1994.
Provisions regarding interest has changed during period in question. This requires calculation at different rates during different period. For this amount (month wise) is required.
