Dear this concepr got introduced by finance act 2012. Check ur copy's print date and thats d reason they print n circulate supplementary study material

@ David : Dear this is for IPCC student. For final there is no exemption. But atleast u must aware what is reverse charge bcoz our institute may ask anything even after such notification.
