If service tax paid by the service receiver by taking abatement in respect of Goods Transport Agency. Whether we can claim input on that service tax related to Carriage inwards and Outwards

Yes you can claim input service tax on reverse basis.

input credit on carrige inwards is available, but carrige outwards has certain restrictions, u can claim delivery charges for your own depot / godown onlly, not to customers, as for customers invoice raised u/s 4 the invoice value is determinded at factory gate, so its unavailable.
after sales, delivery charges does not qualify for "input services"
