Senior Advocate Services

If a Sr. Advocate or Arbitral Tribunal is providing services to either an Advocate or Firm of Advocates, would GST be payable?
If yes?

1.) Forward Charge or Reverse Charge
2.) If Advocate/Firm has Turnover less than 20 Lakhs in PFY would GST be exempted (considering them to be a Business Entity themselves)
