Dependant in case of an individual taxpayer means spouse, children, parents, brothers & sisters of the taxpayer.

yes if spouse and children of adsessee both are disables then if he incurred expenses for both then can he claim deduction for both means 75000*2 = 150000 us 80DD ??

No. The deduction is not dependant on the amount of expenses actually incurred or on number of dependent/s.
