can the amt of 2 lacs be claimed individually or jointly.

if the property is held jointly and also loan is taken jointly then it's interest can be claimed individually.

property and loan jointly then is it 2 lakhs or 4 lakhs.
and
under section 80 c

1.5 lakhs or 3 lakhs.

yes you can take benefit u/s 24 and 80c individually i.e. 2 lacs and 1.5 lacs per person.
combined benefits will be u/s 24 = 4 lacs and 80c = 3 lacs
