Section 194ia of income tax( tds on sale of immovable property)

Dear Frineds, One of my friends has entered in to greement with builder for purchase of flat. Agreement value is Rs 7 Lac. But builder is constructing the house that cost is Rs 65 Lac. Whether TDS u/s 194IA is applicable on it?
