the above items come under the purview of exclusions from definition of plant and machinery and hence the provisions for construction of immovable property in respect of blocked credits will apply in their case.

If you take input WC Service for construction of Plant & Machinery, you can avail ITC.
The assets above, are NOT considered as P&M, thus no ITC if you take WC Service for their construction
