if transport owner sold his truck to any other registered individual/firm ( not second hand goods dealer) then GST is applicable on second hand good sold.

All supplies of goods are chargeable to GST if made in the course or furtherance of business. THE expression 'business' is also defined expression and as per the definition, even a single transaction may be treated as business. it will be difficult to convince the Revenue officers that the transaction is not in the course of business. Better to pay the GST or be ready for litigation.
