Yes, Sec 80CCD(1B) benefit is available to those employees in employment prior to 1/4/04.

Yes, it is applicable to all whether employee or self employer max. upto Rs. 50,000/-, provided the investment is made in TIER I NPS account by the assessee in previous year.
