Why tds is not deducted on brokerage and commission on securities

TDS will not be deducted to Individual or Huf who are not liable to tax audit under section 44AB in the immediately preceding financial year....and TDS will not be deducted to anyone if the amount of brokerage does not exceed ₹15000 in a year
