​​What does “after adopting an ordinary resolution for the purpose” mean in Section 16 (1) of The Companies Act 2013?

Im interpreting it as company needs to take shareholders consent for changing name,but I want to know why are they even asking the shareholders when central government has already given the order to rectify the name and what happens when shareholders don't agree to change the name.

members can pass an agenda by way of ordinary or speacil resolution only.
the intent is to adopt ordinary resolution not obtain the consent.
