My assessee purchase scrap from URP and sold the same to other state registered person is it applicable to show in RCM column to get itc

RCM on Purchase from URD by Notification 22/2018 CT (R) is Deferred till 30/09/2019, so such purchases will be treated as exempt inward supply
Yes, RCM is suspended till 30-9-2019.
So no need to pay gst on RCM and claim it.
