JUST MAKE THE SERVICE RECEIVER DIRECTLY PAY ALL THOSE EXPENSES WHICH U R THINKING OF COLLECTING AS SERVICE CHARGES..
In short avoid reimbursements of expenses...
There is one planning which u can loook for -
Instead of collection of Service Charges for organizing an event just make a contract for sale of Tickets...
