which rate of GST is applicable if goods sold in VAT system and return in GST regime. which rate of GST is applicable when sales return invoice is made.

Goods return will be treated as inward supply (purchase) under GST.
You can tell your customer the HSN & rate.
You can claim the tax paid under VAT on the quantity of goods returned.
