How will they raise the invoice since unregistered dealer won't have a GST number?

Yes, a registered dealer can sell their goods to an unregistered dealer under GST
Invoice can be issued as usual as you issue invoice to others, just you don't mention GST Number here
But remember that the buyer will not get any ITC here
