Sale of property less than stamp duty value.

Mr. A wishes to sell property, Stamp Duty Value being Rs 100/-, however the property is located in such an area in which Circle rate is higher than actual market value. It is not possible to sell it at Rs 100/-, only  Rs 55/- is being provided for such property, what is the remedy avaliable?

Please advice.
