Is it necessary to report in TDS returns the details of non-taxable employees and their salary details?

No, it is not necessary if the amount paid is not subject to tds.
however if you report the salary in tds return it will provide an evidence for the payment of same by generating tds certificate (FORM 16) which you can issue to your employees which may be required by them in for some purpose like in obtaining bank loans.
otherwise it is optional
