Safta certificate for export

I am a manufacturer in Bihar. I export regularly to Nepal but few days back, the importer demanded to get a SAFTA certificate issued by the Customs as it will help him in some saving of taxes. Please guide how to obtain SAFTA certificate and from where can i get it, precisely.
