Yes RTP is available for november 2013 exam. you can purchase through online @ www.icai.org/publications.html

It will b available 50-55 days b4 exams, not so early.... u need to wait for it until September 1st week or so... Also it will be sent to u through post by ICAI if u r writing the particular exam (IPCC/ FINAL) for the 1st time, thereafter u should buy it from ICAI branch offices or download it online from ICAI website....
