ER-1/ER-3 is the summery of RG-1 register which we submit to excise department, but we can not deny to produce the same for any scurtnity / verification if asked for, in writing by AC/DC for specific purpose,
Audit party has access to all the books and records maintained under excise and/or any other law to run the business, we can not deny to produce the records to them when asked.

RG 1 is a production register to be kept in the manufacturing Unit. This is meant for Finished Stock and otherwise it is called as stock book of Finished stock. It contains the daily opening stock, production in and clearance for home consumption, export or domestic sales, transfers etc., and closing stock. At the end of the month a summary has to be prepared to show the opening stock, production, clearance and closing stock and value of clearance with duty amount.
The Excise officials including Internal Audit, CERA party will verify the RG 1 Register kept in the Unit at the time of their visit. This need not be submitted to the department, since the entire details of the RG1 is entered in the Excise Return itself.
Moreover, the department has already clarified that the unit can have its own record with the same details as apppearing in the RG1 register. And hence it is upto the excise unit to have RG1 or its own computer generated report duly signed with all details of RG1.

for any "register" which is to be maintained in book form and you are using the same in computerized leaf format, you have to intimate the AC/DC of division in writing,
for your all records maintained you have to intimate the department at start of year, mention there specifically that your mode of RG-1 is in leafs produced at end of month.
usually department allow loose leafs on day to day basis, where hundreds of transactions are taking place in a day, there is no such illustration that they will allow you to keep the data unprinted for a full month, it will lead manipulation to the data of production and clearence.
preffered to use hard bound registers for DSA ( earlier RG1) to avoid any unwanted comlication.
