Can the gst revocation can be filed twice??

I do not think it can be done. Once you made request for cancellation of GST Registration subject to no dues are payable and there is no liability, the department approves the GST cancellation request. I have made request for GST Revocation and it gets processed within a couple of days. I did not made request twice for any GST Revocation as I have made two GST cancellations as of now.

You can contact your Commercial Tax Jurisdiction Office once regarding this matter. Did you get any reply from the Department side when you filed your FORM GST REG-21 in the first time ???

Yes, it says your revocation failed.

Then I think you cannot file it again...
Better to contact with your Jurisdiction Office

There is no problem for revocation but all youe due must clear before you file online application for this secondly you must visit state authority (sgst) for instant approval ,it is practicle done by me.
