Reverse charges under GST on Cab Services

Dear Sir,

We are a Private Limited Company and we are paying the charges of cab service to a GST registered person, That is proprietorship. as amended gst in Council 37 Goa that the Service Recipient can pay GST on the behalf of service provider  and can not claim in under ITC if the TAX is 5% charging by provider.

Please guide me about it...
