Reverse charge under gst

Is Reverse Charge applicable on the Registered Recipient of Service /Goods FOR EVERY TRANSACTION entered into with an unregistered supplier of Service/Goods? Or is it applicable only on the list of Services /Goods mentioned in the List liable for reverse Charge as declared by the Council on 19th May 2017...?
